. now the obama administration has requested more investment for stem teachers, and additional funds to expand effective models of teacher preparation to help train 10,000 stem educators per year. that's what the president's budget proposes. those are the same priorities. they are the right priorities and the priorities that the congressional black caucus agrees needs to be supported by this congress. we need to invest in teachers that will train students for jobs in the 21st century. but let me be clear. you can't expect students to graduate with degrees in science, math, engineering and technology if we're not doing more to invest in pre-k and to help students start with a strong foundation. and that's why the president has a historic level of investment in his budget for early childhood education and pre-k. we enroll most kids in this country at five or six years old and we should be starting themmerier. 50 years of research tells us critical development in learning happens before the age of five. when schooling starts at kindergarten and first grade, it denies these young people

last two years -- now remember immediately after president obama became president, the united states took on a stimulus program, an enormous stimulus program of a little over $700 billion and that actually created the start of the rebirth of the american economy, but only lasted for a year, year and half and we undertook at the behest at the request of my republican colleagues an austerity budget over the decades beginning in 2011. we will see nearly $2 trillion reduction in federal expenditures in the 10-year period. that is what austerity is all about. and today, if you were trying to get on an airplane somewhere in the united states, you were beginning to see yet one more effect of austerity. and that is the air traffic controllers going on furlough so that one day out of 10, air traffic controllers will not be working, meaning there will be a shortage. some say they should have moved the money around and did it some other way, but that's not the way the austerity program is in the united states and not the way the sequestration law is written. sequestration is across-the-board cu

she never leaves one behind. she had the privilege and honor of giving to president barack obama and adding to the song "yes, we can: voices of a grassroots movement," she has well sung the national anthem at the national championship football game and as well she has given a lot of contributions to american music. she is a supporter of music education for our children, the mother of a daughter and, yes, a prominent american. but i think if we could say the most about yolanda adams is that she never stops evangelizing and seeking to help those who are hopeless and in despair. she brings joy to those who seek it and believes that everyone is a child of god. i'm grateful to know yolanda adams and to claim her as a constituent of the great city of houston and the great state of texas. but most of all, she's an american who is a believer and understands the value of america's freedom to be able to worship. she continues to soldier on to save souls and we're delighted to have been able to have her bless us this morning. mr. speaker, i yield back. the speaker pro tempore: the chair wil

the obama administration has indicated this suspect in boston will not be treated as an enemy combatants. i strongly disagree with the obama administration's decision to roll out and in the combat the status for the suspect at this time. i believe such a decision is premature. it is impossible for us to gather the evidence in just a few days to determine whether or not this individual should be held for questioning under the law of war. the decision by the administration to try this individual in federal court is a sound decision. it is the right decision. military commission trials are not available in cases like this. i wrote the 2009 military commission act. i have been the judge advocate for over 30 years, along with the help of many colleagues. we created a system for foreign terrorists. we purposely excluded american citizens. i have all the confidence in the world in article 3 courts at the federal level. they do a terrific job. i have confidence in our military commissions system. the decision by the administration not to proceed in state court in massachusetts i think
